There should be no homeless people on the planet, period, and certainly not in America, of all places. Homeless shelters, which should all provide social rehabilitation programs that would help clients acquire education and/or job training and placement, etc., should never suffer a lack of funding from especially the government (local and global)…
Provisions of services to the homeless should be a priority that supersedes most, if not all government agendas and expenditures.
The prescribed resolution would ultimately resolve a major global financial crisis amongst displaced persons and the government, which would reap the rewards of employment (income taxes, increased consumer spending and incremental business tax revenues, etc.) amongst and attributable to a vast sect of individuals who currently survive on charity.
